Either the Governor, or Mangano, or Bellone can consent to the crneurt lawsuits to return to elected LIPA trustees (the consent can be tailored to provide for a FUTURE open election) . LIPA should be privatized after it is forced into bankrruptcy. This way a judge can reduce the Shorham debt, adjust the PILOT payments. The assets can then be properly managed while upgrading the innefficient power plants and inadequate transmission and distribution system. A lot of work needs to be done at a huge expense which LIPA presently can’t afford to do. LIPA can be compared to a poor man heavily in debt with car problems. Bankruptcy is the only7 answer.i

Newdays recent article about patronage at LIPA is certainly not new news to anyone. Action Long Island (ALI) has for years called for a human resource audit to be performed at LIPA.
We have always believed. and stated clearly at public meetings, that LIPA was LI’s energy world equivalent of Off-Track betting.
LIPA as an operating entity has always been a wasted and underutilized ratepayer asset.
Had LIPA been structured correctly from the outset, the ratepayers would never have been saddled with the Shoreham debt, would have owned the generating plants, and the transmission and distribution system.
The illegal no-bid Managment Services Agreement (MSA) would never have happened, and it would not have been illegally extended.
Now LIPA should clean house, hire management people with energy world experience, set aside the new MSA with PSE&G, shorten the term of the new 15 year Power Supply Agreement, enter directly into a contract with the people who actually do the work, and build new power plants that will be owned by the ratepayers- operated by Independant Power Producers under lease through a competitive bidding process.
This structure produces direct management by LIPA, eliminates the potential communication problems and profit of the MSA middleman, gives ownership and control of the power plants to the ratepayers, and for the first tiime brings energy rate competition to Long Island.

For the current Sandy outages, information at the storm center in the LIPA web page started well, then on Monday (1 week after the storm) they started tweaking the numbers and the goals (removing “unrecoverable” customers from the statistics, showing only outage instead of out vs in-service, so that it was no longer possible to figure out percentages). Today (Wednesday) the map changed, it is no longer possible to zoom in an area and see where are crews assigned (the map says its goal is to simplify which is a sorry euphemism for “much less informative”).

I’m sorry to say that at this point it all smells of someone trying to hide the real numbers in order to get a bonus (and putting these bonuses ahead of the public interest). It is sad that at a time when many crews are working hard, actions like the mentioned loss of transparency are destroying the goodwill that would be created otherwise..
